Full-time undergraduate and graduate students who are current members of RRUSA are eligible for StudentCare coverage.

RRUSA members who are enrolled in full-time on-campus programs are automatically enrolled in StudentCare.


Please note, if you are an on-campus student who has extended your program, you will not be billed automatically for RRUSA services. You will need to confirm your RRUSA status (be a current RRUSA member in good standing) and use the opt-out process.

RRUSA members who are enrolled in blended or online programs may opt-in to receive StudentCare coverage.

Students who already have extended health and dental coverage may opt-out of StudentCare.

International students must first be covered under the BC Medical Services Plan (MSP) or equivalent primary coverage in order to submit claims for StudentCare benefits. Follow the links below for more information:

  • For a September 2025 program start, the Change-of-Coverage Period is from September 2 to October 6, 2025.
  • For a January 2026 program start, the Change-of-Coverage Period is from January 8 to February 4, 2026.
  • For a May 2026 program start, the Change-of-Coverage Period from May 6 to May 21, 2026.

If youare enrolled full-time in an online or blended program, you may opt-in to StudentCare by completing the self-enrollment process during the appropriate Change-of-Coverage period. In order to be approved for an opt-in, you will require the following:

  • Valid Student ID
  • RRUSA Confirmation – You will need to provide the tuition statement with your last RRUSA payment. You can find this in your MyAdmin account. StudentCare will not accept any opt-in submissions without proof of RRUSA membership

If you already have health and dental coverage through an employer, spouse, or parent, you may be eligible to opt-out of StudentCare and receive a credit in your student account. The main criteria to opt out of StudentCare is the ability to provide proof of other equivalent coverage. Please note that MSP and GuardMe are primary insurance policies and do not quality as equivalent, alternative coverage. 

You may wish to enroll a dependent or spouse with your StudentCare plan. Family enrolments must be completed during the appropriate change-of-coverage period.

A blackout period is the time that it takes StudentCare to confirm and process all new student data with the insurance provider (Pacific Blue Cross). During this time,  new claims are not reimbursed until coverage can be confirmed.


Students are free to use their benefits during a blackout period, but they must pay up-front and retain proof-of-purchase to file a claim after the blackout period is over. Benefit claims are the student’s responsibility until received by the insurer. Student Care will not be able to support new students with specific inquiries as they still are updating their system. Please reach out to RRUSA for assistance or wait until the blackout period is over for specific inquiries.

September 1 to October 31*


During this time, the insurance provider is not able to confirm coverage and will not process or reimburse the claims of students who were not previously covered by StudentCare. Students who were enrolled in the previous policy year are not affected by the Fall blackout period.


Any expenses incurred during this time can be claimed after the blackout period, so long as the student is eligible for coverage and retains proof-of-purchase for claimable expenses.

January 1 to February 28*


During this time, the insurance provider is not able to confirm coverage and will not process or reimburse the claims of students who were not previously covered by StudentCare. Students who were already enrolled in the Fall are not affected by the Winter blackout period.


Any expenses incurred during this time can be claimed after the blackout period, so long as the student is eligible for coverage and retains proof-of-purchase for claimable expenses.

May 1 to June 30*


During this time, the insurance provider is not able to confirm coverage and will not process or reimburse the claims of students who were not previously covered by StudentCare. Students who were already enrolled in the Fall and/or Winter are not affected by the Summer blackout period.


Any expenses incurred during this time can be claimed after the blackout period, so long as the student is eligible for coverage and retains proof-of-purchase for claimable expenses.

  • Have your RRU Student ID ready to complete the opt-out process.
    • Occasionally, StudentCare may be delayed in receiving all registration information from RRU. This commonly occurs with late registrants. In this case, you will be prompted to try again by creating a provisional profile. Once this step is complete, you can proceed with the opt-out process.
  • You will proceed to the StudentCare Coverage Manager which emulates an online shopping experience. You will choose the coverage you want to opt-out of and follow the instructions.
  • You will be asked to upload proof of alternate equivalent coverage. You will receive an email confirming it is uploaded and pending review. MSP or Guard me primary coverage and is not accepted.
    • StudentCare’s system will save your proof of equivalent coverage for future applications.
  • After submission, you will receive another email confirming submission and pending review.
  • Once StudentCare’s team reviews your proof of equivalent coverage, you will receive an email communicating approval or rejection with reasoning. Some common reasons for rejection are that the coverage was not a qualifying equivalent or the student’s name was not clearly visible on the application.

  • Your opt-in was denied even with your student ID and proof of RRUSA membership
  • You were unable to meet the change of coverage deadline due to emergency situation
  • Your program start was in October
